Basingstoke Homes and Heat Pumps
Most Basingstoke homes are houses, and most houses can take an air source heat pump. What decides the design here is how well the home holds its heat and, in the villages, which fuel it uses now.
The 2021 Census counted 76,645 households across Basingstoke and Deane borough, which takes in the town and its villages. Detached houses are the most common home, at 30.3%, followed by terraced (27.1%) and semi-detached houses (25.9%); just 14.2% of households live in a purpose-built flat. Detached homes usually have the most room for the outdoor unit and a cylinder, so they’re often the simplest to plan.
Homes on the town’s estates
Basingstoke grew fast after 1961, when it was designated a London overspill town; the council’s history of the borough records estates such as Oakridge (begun in 1952) and Black Dam (1971). On estate homes like these, the survey concentrates on insulation and radiators: we check the walls and loft, then size each radiator for the lower water temperature a heat pump works at. The outdoor unit normally goes in the back garden.
Village homes on oil or LPG
Away from the town, far more homes heat with oil or LPG. In the Oakley & The Candovers ward 20.2% of households rely on oil or LPG alone, according to the Census, and in Tadley North, Kingsclere & Baughurst the figure is 13.6%. In Eastrop & Grove, in the town centre, it’s under 1%. If your home is on oil or LPG and has no mains gas connection, you qualify for the higher £9,000 grant.

Across the borough, 72.7% of homes are heated by mains gas alone and 7.4% by oil or LPG alone. So most households qualify for £7,500, and about 7% could get £9,000 if they have no mains gas connection.

What We Check at a Basingstoke Survey

Planning: Basingstoke and Deane Borough Council
Basingstoke and Deane Borough Council handles planning for the town and its villages. On a house, an air source heat pump is normally permitted development, so you won’t need to apply as long as the outdoor unit is no larger than 1.5 m³. The rule that the unit had to sit at least 1 metre from your boundary was scrapped in May 2025 (the 2025 planning changes explained). It must still meet the MCS 020(a) noise standard; we work that out during the survey.
Please note: listed buildings always need listed building consent. Basingstoke and Deane has more than 40 conservation areas – more than any other district in Hampshire – among them Basingstoke Town Centre, Fairfields, South View and Brookvale West in the town, and Old Basing, Overton, Whitchurch and Kingsclere in the villages. In a conservation area the unit can’t go on a wall or roof that faces the road, or closer to the road than the house itself (Planning Portal). About 80 square miles of the borough’s central and western countryside is in the North Wessex Downs National Landscape, where we also check whether anything beyond the standard rules applies. Either way, we confirm the rules for your address before we design anything.
The local grid
Basingstoke is on the SSEN electricity network. Every heat pump has to be notified to the network operator, and some need SSEN’s approval before they can be connected; we deal with that for you.
The Grant and Running Costs in Basingstoke
Most Basingstoke homes can get £7,500 from the Boiler Upgrade Scheme, and homes that heat with oil or LPG and have no mains gas connection can get £9,000.
